David brings over 30 years of experience across the private, public, and not for profit sectors, with deep expertise in disability reform, housing, workforce, and system change.
David is an executive with the MGA Group—an alliance of purpose driven organisations comprising Management Governance Australia (MGA) Pty Ltd, Workforce Plus Inc (a registered NDIS provider), and the Australian Renewables Academy (ARA).
Together, the Group delivers integrated strategic advisory, workforce development, nationally accredited training, and employment solutions across Australia, with a strong focus on regional and remote communities.
David also consults to DEC Housing, working on strategic relationships and partnerships, including engagement with SDA and SIL providers, government, and sector stakeholders to support sustainable housing outcomes for people with disability.
This work is grounded in practical delivery realities, provider risk, and long term participant needs.
Previously, David was CEO and Victorian State Manager of National Disability Services. Prior to that, he led the central Victorian Government team that coordinated Victoria’s contribution to the design and implementation of the NDIS.
Through these roles, he developed a detailed understanding of the Scheme and the lived challenges faced by people with disability, families and supporters.
Earlier in his career, David worked as a lawyer and as a senior executive in the Victorian Public Service.
He led teams responsible for national work health and safety reform, strategic policy, legislation and regulation, regulatory framework design, and departmental budget strategy and corporate planning.
