David Moody is a highly experienced leader with over 30 years' working across the public, private, and not-for-profit sectors, with a strong focus on disability, housing, policy, and governance reform.
He has played a pivotal role in shaping national and state-based approaches to disability and community services, including Specialist Disability Accommodation (SDA) and broader NDIS implementation.
David led the Victorian Government’s central coordination team during the establishment of the National Disability Insurance Scheme (NDIS), providing key policy and operational leadership in its early development.

He brings deep insight into the challenges faced by people with disability, particularly younger individuals with complex support needs, and is a strong advocate for participant-centred housing models that emphasise safety, flexibility, and dignity.
His work has focused on the intersection of housing, design, operational strategy, and tenancy outcomes—advising on SDA development, vacancy management, participant engagement, and social impact.
David began his career as a lawyer and has also held senior executive roles within the Victorian Public Service, where he led national health and safety reforms, regulatory strategy, and corporate governance.
He is currently a Director at Management Governance Australia and Workforce Plus Inc, supporting organisations and government in building inclusive systems and sustainable service models across Australia.
